Changes language from "that person's" to "the employee's" for consistency in references to employee rights and notices regarding coverage continuation.

Modifies the high-deductible health plan provision to allow the board discretionary authority to offer coverage to political subdivisions at any time, rather than only after June 30, 2015.

Applies to uniform group insurance policies effective after June 30, 2019, with an effective date of July 1, 2019, and is declared an emergency measure.
