Amends section 39-10-41 to require vehicle drivers to stop between 15 and 50 feet from the nearest rail when approaching a railroad grade crossing under specified conditions, including when signal devices warn of an approaching train or other on-track equipment.

Prohibits drivers from proceeding through, around, or under crossing gates or barriers while closed or being opened/closed, and prohibits passing human flagmen until signaled that the way is clear.

Amends section 39-10-43 to maintain requirements that buses, school buses, and vehicles carrying hazardous materials (chlorine, flammable liquids, explosives, poison, radioactive materials, etc.) must stop at all railroad grade crossings and listen/look in both directions before proceeding.

Requires drivers of specified vehicles to cross railroad tracks in a single gear without manually changing gears while traversing the crossing.

Establishes exceptions to stopping requirements when traffic is controlled by a police officer or at crossings designated as out-of-service by the director and marked with "Tracks out of service" or "Exempt" signs.
