Prohibits registered designated caregivers from cultivating cannabis for patients; cultivation is limited to self-grown marijuana by qualifying patients only.

Updates definition of "medical use of marijuana" to explicitly include cultivation of cannabis plants, and clarifies that patients may possess self-grown dried leaves or flowers for combustible use.

Adds protections for registered patients and caregivers against arrest, prosecution, or professional discipline for cultivation and medical use of marijuana in accordance with the chapter.
