Creates new section 26.1-26-31.9 allowing insurance producers and consultants to earn up to 6 hours of continuing education credit per two-year reporting period through active participation in professional insurance associations, industry meetings, or regulatory proceedings.

Specifies that active participation hours do not count toward ethics education requirements under section 26.1-26-31.1.

Requires the commissioner to verify claimed active participation hours before accepting them as continuing education credit.

Amends section 26.1-26-02 to add a new definition of "Active participation" encompassing attendance at formal association meetings, service on boards or committees, and participation in industry or regulatory meetings.

Updates section 26.1-26-35 to clarify that insurance consultants must prepare a written commissioner-approved agreement before rendering services, outlining the work to be performed and fees, with the consultant retaining signed copies for at least two years.
