Changes loan repayment limits from fixed amounts to maximum caps for physicians ($20,000 per year, $100,000 over five years), clinical psychologists ($12,000 per year, $60,000 over five years), advanced practice registered nurses and physician assistants ($4,000 per year, $20,000 over five years), and behavioral health professionals ($4,000 per year, $20,000 over five years).

Establishes matching fund requirements at 50 percent for physicians, 25 percent for clinical psychologists, and 10 percent for advanced practice registered nurses, physician assistants, and behavioral health professionals.

Expands the definition of behavioral health professional to include licensed addiction counselors, licensed professional counselors, licensed social workers, registered nurses, and specialty practice registered nurses.

Health council enters into contracts with selected health care professionals to provide student loan repayments subject to specified requirements and limitations.
