Amends section 34-14-05 to grant the labor commissioner authority to investigate wage violations, require witness attendance and document production, issue subpoenas, and enter workplaces for compliance inspections.

Allows the commissioner to consider employer offsets, deductions, and counterclaims during wage claim investigations, with employers required to disclose the basis and amount within the commissioner's specified timeframe.

Establishes that witnesses subpoenaed under the enforcement provisions receive the same fees and mileage compensation as witnesses in civil district court cases.

Modifies section 34-14-09 effective July 1, 2019 to remove wage claim amount limits ($125-$15,000) and simplifies procedures for employee wage claims, allowing claims filed within two years of when wages are due.

Declares the measure an emergency act with an effective date of July 1, 2019.
