Legislative management shall conduct a study during the 2019-20 interim on the implementation and requirements of article XIV of the North Dakota Constitution concerning transparency of funding sources, lobbyists, and conflicts of interest.

Ethics commission members must be invited to participate on the study committee as nonvoting members.

Study must review existing laws implementing article XIV and evaluate whether civil and criminal sanctions for violations are appropriate.

Study must consider whether legislative action regarding article XIV is necessary or desirable and identify effective means to educate public officials, lobbyists, and the public on government ethics requirements.

Legislative management shall report findings, recommendations, and any necessary legislation to the sixty-seventh legislative assembly.
