Amends subsection 3 of section 39-12-02 of the North Dakota Century Code to modify permit fees for vehicles of excessive size or weight.

Changes terminology from "calendar year" to "twelve-month period" for multiple permit types including interstate permits, bridge length permits, overwidth vehicle permits, and overlength vehicle permits.

Allows highway patrol to establish an online electronic permit system and assess an additional fee of up to $15 per permit issued to be deposited into the motor carrier electronic permit transaction fund.

Declares the act to be an emergency measure.
