Amends definitions to clarify that "anhydrous ammonia storage facility" means a bulk facility exceeding 6,000 gallons (22,712.47 liters) owned or operated by a user or vendor of anhydrous ammonia.

Adds "mobile storage container" as a defined term, including DOT class MC-331 cargo tanks or ASME code constructed containers approved by the U.S. Department of Transportation, used for temporary anhydrous ammonia storage.

Requires owners or operators of anhydrous ammonia storage facilities or mobile storage containers to obtain licenses from both the agriculture commissioner and county board of commissioners before operation.

Requires applicants to submit two sets of drawings or photographs with two signed affidavits showing the facility meets siting requirements, plus a U.S. Department of Transportation certification for mobile storage containers.

Sets one-time licensing fees at $25 for private anhydrous ammonia storage facilities or mobile storage containers, and $100 for retail anhydrous ammonia storage facilities or mobile storage containers; licenses are valid indefinitely but not transferable and require renewal upon ownership change.
