Imposes an additional driver's education fee of twenty-five cents on each motor vehicle registration and annual renewals in North Dakota.

Creates a special driver's education fund administered by the superintendent of public instruction to receive all collected fees.

Allows fund moneys to be used for retaining and recruiting driver's education teachers, reimbursing schools for curriculum materials and supplies, and purchasing equipment for driver's education programs in public and nonpublic schools.

Appropriates all moneys deposited in the driver's education fund on a continuing basis to the department of public instruction for the specified purposes.

Defines "motor vehicle" as passenger motor vehicles or pickup trucks, excluding motorcycles, and applies the fee to all such vehicles registered in the state.
