Replaces "charity local" permit terminology with "restricted event permit" for nonprofit organizations conducting gaming activities in North Dakota.

Increases primary prize limits for organizations with local permits from $6,000 to $8,000 and total annual prizes from $12,000 to $40,000, with exceptions for raffles under chapter 20.1-08.

Expands permitted games under restricted event permits to include raffles, bingo, sports pools, paddlewheels, twenty-one, and poker, while limiting such permits to one event per year.

Establishes that restricted event permit holders cannot pay employee remuneration, must use chips as wagers, and must file reports with the governing body and attorney general.

Sets gaming stamp fees at thirty-five cents per deal, with ten cents of each stamp (up to $36,000 per biennium) credited to the attorney general's operating fund for administration costs.
