Amends North Dakota Century Code section 43-48-03 to expand exemptions from clinical laboratory personnel licensing requirements.

Modifies exemption 9 to specify that individuals performing exempt tests must be supervised by a licensed board member, physician, advanced practice registered nurse, or other board-approved category.

Adds exemption 11 to include personnel from the state department of environmental quality (in addition to state department of health) participating in the CDC's chemical terrorism toxic metals determination program.

Adds exemption 13 to exempt personnel performing whole blood glucose waived tests as categorized by the FDA under the Clinical Laboratory Improvement Act of 1988.

Passed Senate 46-0 (1 absent) and House 90-1 (3 absent) during the 2019 regular legislative session.
