Senate Bill No. 2174 Summary

• Changes water resource board managers from county commissioner appointment to direct election by qualified electors residing in the district at each general election

• Establishes staggered four-year terms with limits on how many managers can be elected in any one election: no more than two in a three-manager district, three in a five-manager district, and four in a seven-manager district

• Requires newly elected district managers to attend a water management course within three months of taking office and every three years thereafter during their term

• Allows qualified electors to elect replacement members for board vacancies, with special elections required if vacancies occur more than 120 days before the next general election

• Maintains existing provisions for temporary alternate board members appointed by county commissioners for conflicts of interest or illness situations
