Department of Transportation shall establish a statewide road train pilot program in collaboration with South Dakota and Minnesota transportation officials, subject to legislative management approval and study completion.

Department shall establish parameters and policies for road train use on state highways, including route designation, hours of operation, and length and weight restrictions.

Legislative management shall conduct a 2019-20 interim study on the feasibility and desirability of a road train pilot program, including consultation with transportation, highway patrol, agriculture, industrial commission, commerce, Upper Great Plains Transportation Institute, and the governor.

Study must assess federal regulations affecting road trains, economic impact of permitting road train operations, and costs of implementing the pilot program, with findings reported to the 67th Legislative Assembly.

Pilot program is effective through July 31, 2023, after which Section 1 of the Act becomes ineffective.
