Amends North Dakota Century Code section 39-34-06 to clarify that transportation network companies and drivers are governed exclusively by state law (chapters 39-34 and 26.1-40.1) and cannot be subjected to local taxes, licenses, or other political subdivision requirements.

Preserves the authority of commercial service airports to regulate motor vehicle operations on airport premises, establish fees and rates for airport services, and issue permits or contracts to transportation network companies.

Defines "commercial service airport" as a public airport with at least 2,500 passenger boardings annually that receives scheduled passenger aircraft service.
