Modifies eligibility requirements for North Dakota career and technical education scholarships and academic scholarships for high school graduates and home-schooled students starting from the 2010-11 school year.

Adds education pathway option to career and technical education scholarship requirements, allowing completion of two units in teaching profession and educational methodology plus one additional unit in advanced placement or dual-credit psychology, child development, peer-to-peer leadership, or child-related careers.

Section 1 expires July 31, 2021; Section 2 becomes effective August 1, 2021, replacing the temporary provisions with permanent amendments to scholarship eligibility requirements.

Maintains core academic requirements including four units of English language arts, three units of mathematics, three units of science, three units of social studies, and a minimum 3.0 GPA with grades of C or better.

Allows students to meet certain unit requirements through advanced placement courses, early entrance programs to postsecondary institutions, or dual-credit courses.
