Amends North Dakota Century Code section 48-09-01 to modify bid requirements for concessions on public buildings and grounds.

Removes the language "for a period not exceeding eight years" from the concession rental period requirement.

Allows the board of directors of any North Dakota fair association or board of county park commissioners to grant concessions without letting bids.

State, county, and municipal officials and boards may grant cafes, restaurants, and confectioneries concessions to the highest responsible bidder at reasonable monthly rental rates and may reject any and all bids.

Passed with strong bipartisan support: 46-0 in the Senate and 79-10 in the House.
