Amends North Dakota Century Code section 15.1-13-17 to modify requirements for individuals to engage in teaching in the state.

Allows the board to issue an alternative access license to individuals with documented disabilities who cannot meet all Praxis I, Praxis II PLT, or Praxis II content-specific test requirements but are otherwise qualified to teach.

Alternative access licenses are limited to areas where documented shortages of regularly licensed teachers exist, as determined by the board.

Authorizes the board to adopt rules establishing terms and conditions for approval to teach, including fines up to $250 per incident, completion of continuing education courses, and submission of completed licensure applications by specified deadlines.
