Amends section 15-62.4-02 of the North Dakota Century Code governing the student financial assistance program criteria and procedures.

Requires the state board of higher education to adopt criteria for the application process, financial need determination, and selection process, plus procedures for fiscal control and fund accounting.

Prohibits consideration of other scholarships or grants awarded by public or private entities when determining a student's unmet financial need.

Maintains requirement that parental contributions to educational expenses must be considered in financial need determinations.

Passed the Senate 46-0 (1 absent) and the House 79-7 (8 absent) during the 2019 regular session.
