Amends section 44-04-24 of the North Dakota Century Code to expand exemptions from public disclosure for security system plans and disaster and cybersecurity records kept by public entities.

Exempts from public disclosure records related to disaster mitigation, preparation, response, vulnerability, recovery, and cybersecurity planning, mitigation, or threats for critical infrastructure including public buildings, power plants, dams, bridges, telecommunications centers, and utility systems.

Defines "security system plan" to include physical and electronic security records, schematic diagrams, cybersecurity threat assessments, vulnerability assessments, threat response plans, and emergency evacuation plans for public facilities and critical infrastructure.

Allows disclosure of exempt records when necessary for construction, renovation, or remodeling work on public buildings without constituting public disclosure, and ensures exempt records remain protected when shared with other entities.

Applies exemption retroactively to security system plans received by public entities before, on, or after March 20, 2003.
