Amends regulations for medical marijuana compassion centers regarding registration certificates, ownership changes, and facility location modifications.

Allows compassion centers to use additional structures within 500 feet of the original location unless it jeopardizes public health or safety or places the center within 1,000 feet of a school.

Permits manufacturing facilities to possess plants exceeding 1,000 plants only if they pay an additional certification fee of $10,000 for every 500 plants above the 1,000-plant threshold, due at time of increase and at renewal.

Limits dispensaries to a maximum of 3,500 ounces of usable marijuana at any time regardless of formulation.

Authorizes manufacturing facilities to possess up to 50 additional plants for department-approved research and development related to production and processing, exempt from plant possession limits and additional fees.
