Amends the Southwest Water Authority to clarify it consists of Dunn, Stark, Golden Valley, Billings, Slope, Bowman, Adams, Grant, Hettinger, Morton, and Mercer Counties, and all of Morton County outside Mandan city boundaries.

Changes the board of directors composition to elect two directors from Dickinson (instead of one from Dickinson and one from Mandan), with the Mandan director position eliminated.

Replaces the term "person" with "individual" in election procedures for city directors from Dickinson or Mandan seeking office on the authority.

Extends the authority's tax levy authorization from 2020 to 2030, allowing up to one mill annually on taxable valuation for administrative expenses including director compensation, office operations, and related costs.

Limits joint water resource boards created by water resource districts within authority counties to one mill in tax levy authority during the period the authority may levy one mill.
