Creates a kindergarten through grade twelve education coordination council overseen by the state board of public school education with members from the legislature, governor's office, superintendent of public instruction, career and technical education, educational leaders, school boards, and gubernatorial appointees from various education sectors.

Council members include three legislative members (two majority party, one minority party), the governor or designee, superintendent of public instruction or designee, and nine other education organization leaders plus seven gubernatorial appointees representing data systems, tribal schools, administrators, principals, teachers, special education, and regional education associations.

Gubernatorial appointees serve four-year terms, with the governor able to stagger initial appointments so no more than three terms expire annually; council elects a presiding officer annually and must meet at least four times per year.

Council responsibilities include implementing strategic vision, reviewing education service effectiveness, identifying collaboration opportunities, addressing service gaps or duplications, evaluating emerging initiatives, supporting local innovations, and establishing a one-stop information hub for education services.

Repeals the educational technology council and amends the administrative agency definition to exclude the new kindergarten through grade twelve education coordination council; modifies the statewide longitudinal data system committee membership by removing the educational technology council director position.
