Creates a new section to North Dakota Century Code chapter 44-04 establishing exemptions from public disclosure for records identifying individuals who report information to public social service agencies

Defines "human services" as services including physical health, mental health, education, welfare, food and nutrition, and housing provided to individuals or families needing assistance to achieve basic self-sufficiency

Defines "public social services agency" as state, county, or local agencies providing human services, including regional human service centers, county social services boards, multicounty social services districts, and the department of human services

Exempts names, addresses, telephone numbers, email addresses, and other identifying records of reporters from public disclosure if the information relates to a human services matter within the agency's regulatory jurisdiction and the reporter had good-faith belief the information related to a possible law violation
