Amends North Dakota Century Code section 44-04-18.6 to exempt records of private communications between legislators and any person from open records disclosure requirements.

Expands the exemption to apply to records possessed by any public officer or employee, not just legislators themselves.

Maintains existing exemptions for purely personal records, legislative council work product, and legislative council-client communications.

Preserves governmental entities' ability to access telephone usage records for determining proper use of telephone service.

Does not apply to records distributed at public meetings subject to open meeting laws.
