Creates a new health and human services stabilization fund in the state treasury to receive deposits from oil extraction tax revenues and other legislative appropriations.

Allows the governor to expend stabilization fund moneys only to offset general fund appropriations reductions for the state department of health and department of human services made by executive action due to revenue shortage.

Permits the legislature to appropriate or transfer any excess stabilization fund balance exceeding 15 percent of the most recently completed biennium's general fund appropriation for health and human services for health-related and human services-related purposes.

Allocates 5 percent of oil extraction tax development fund revenues to the health and human services stabilization fund (effective after July 31, 2019), reducing the general fund allocation from 30 percent to 25 percent.

Changes the energy conservation grant fund transfer limit from $200,000 to $1.2 million per biennium (effective after July 31, 2019).
