Creates a bioscience innovation grant program administered by the agriculture commissioner in collaboration with a local bioscience association and the department of commerce, with funds appropriated on a continuing basis through the bioscience innovation grant fund.

Eligible bioscience businesses must employ at least two employees, have documented annual sales under $2.5 million, and be registered in North Dakota; grant recipients must match up to 50% of the grant amount received.

Establishes a three-member grant award committee consisting of representatives from the department of agriculture, bioscience association of North Dakota, and department of commerce to oversee the program.

Transfers $700,000 from the research North Dakota fund to the bioscience innovation grant fund during the 2019-2021 biennium, with up to $200,000 available for entities providing assistance to develop bioscience companies.

Repeals the centers of excellence commission and research excellence programs, consolidating related funding mechanisms; transfers remaining balances from eliminated funds to the research North Dakota fund on July 1, 2019, with any remaining balance transferred to the state general fund on June 30, 2021.
