Amends North Dakota Century Code section 15.1-06-04.1 to allow the superintendent of public instruction to declare days when school districts cannot schedule school-sponsored, school-directed, or school-related activities if they conflict with professional development conferences.

Conferences must be directed toward all teachers and all administrators and hosted by educational organizations located in North Dakota to qualify for the declaration.

School districts are prohibited from scheduling instructional time on days declared by the superintendent as conflicting with qualifying professional development conferences.

The superintendent's declarations are limited to a maximum of two days during each school year.
