Exempts school districts from making up instructional time when school dismisses early due to a no-travel advisory issued by the National Weather Service for the area encompassing the school district.

Maintains requirement that schools make up instructional time for early dismissals due to weather conditions, except when a no-travel advisory is in effect.

Defines full day of instruction as at least 5.5 hours for kindergarten and elementary students and at least 6 hours for high school students.

Preserves existing school calendar requirements including at least 175 days of instruction, three holidays, no more than two days for parent-teacher conferences, and at least two days of professional development.
