Requires the Public Employees Retirement System board to provide health benefits coverage for fertility care services, including in vitro fertilization, for individuals with infertility or at risk of iatrogenic infertility, with policies effective after June 30, 2019 through June 30, 2021.

Mandates coverage of specific fertility treatments including intrauterine insemination, cryopreservation of eggs/sperm/embryos, embryo transfers, medications, ovulation induction, and surgical services, with a lifetime limit of four completed egg retrievals and unlimited embryo transfers.

Requires a board-certified physician to verify infertility diagnosis; limits in vitro fertilization to patients under age 45 for retrievals and under age 50 for transfers; allows up to three ovulation induction or intrauterine insemination cycles before requiring in vitro fertilization coverage.

Prohibits policies from imposing different exclusions, deductibles, copayments, or other limitations on fertility coverage compared to other medical benefits.

Directs the Public Employees Retirement System to report to the 67th legislative assembly on coverage utilization, costs, and effects, with the authority to sunset Section 1 on July 31, 2021.
