Grants county boards of commissioners authority to approve or deny eminent domain exercises by state entities or political subdivisions when condemned property exceeds 320 acres within their county, excluding municipalities exercising eminent domain within their own county.

Requires state entities or political subdivisions to obtain prior approval from the county commission before acquiring private property exceeding 320 acres through eminent domain.

Prohibits use of eminent domain for public benefits of economic development, including increases in tax base, tax revenues, employment, or general economic health.

Adds definition of "condemnor" as any person empowered to take property under eminent domain authority.
