Prohibits prior authorization requirements for six medication classes (antipsychotics, antidepressants, anticonvulsants, antiretrovirals, antineoplastic agents, and stimulant medications) for individuals age 21 and older, except when brand name drugs cost less than generic equivalents or quantity limits apply.

Removes prior authorization restrictions for the same six medication classes for individuals under 21 years old, with an exception for stimulant medications when prescribers exceed twice the rate of top prescribers.

Exempts individuals under 21 with five or more concurrent psychotropic medication prescriptions from the prior authorization restrictions in the prior section.

Requires prior authorization for individuals under 21 with five or more concurrent prescriptions for antipsychotics, antidepressants, anticonvulsants, benzodiazepines, mood stabilizers, sedatives, hypnotics, or attention deficit hyperactivity disorder medications, with approval granted after consultation with a board certified pediatric psychiatrist.

Allows prior authorization requirements to remain in effect if mandated by the Centers for Medicare and Medicaid Services.
