Amends North Dakota Century Code section 5-01-05.1 to define "intoxicated" as a state of being under the influence of alcoholic beverages, drugs, controlled substances, or a combination thereof.

Authorizes peace officers to take apparently intoxicated individuals to their home, a local hospital, a detoxification center, or jail if the individual poses a danger to themselves or others.

Allows a tier 1b mental health professional at a local hospital to hold an intoxicated individual for treatment up to seventy-two hours.

Prohibits intoxicated individuals from being held in jail for more than twenty-four hours due to intoxication and requires constant jailer monitoring and medical services when placed in jail.

Makes cities, counties, ambulance services, and medical service providers able to recover additional costs incurred from intoxicated individuals through collection from those individuals.
