Amends section 50-06-37 of the North Dakota Century Code to shift developmental disabilities system reimbursement from prospective development to ongoing maintenance of a payment system based on state-approved assessment.

Changes the steering committee's role from developing a new payment system to guiding continuous improvement, with the committee now making recommendations to the department rather than directing implementation.

Modifies consultant responsibilities from initial system development to continuously improving the payment system in collaboration with the steering committee.

Requires the department and steering committee to report development activities and status information to an interim legislative committee.

Directs the department to work with community providers on reducing administrative burden, improving capacity to serve clients in least restrictive settings, and report to legislative management on barriers encountered and unmet needs in the intellectual and developmental disability service system.
