Creates a state energy research center at the University of North Dakota Energy and Environmental Research Center to conduct exploratory, transformational, and innovative research on energy technologies, provide access to energy experts, and offer education and outreach on the state's energy resources

Establishes the state energy research center fund as a special fund in the state treasury, with one percent of oil and gas gross production tax and oil extraction tax revenues deposited monthly, up to five million dollars per biennium

Authorizes the energy and environmental research center to select research topics, enter contracts with other North Dakota institutions and federal or private organizations, and accept donations and grants to support research activities

Requires annual reporting of all research activities and accomplishments to the interim legislative energy development and transmission committee and the industrial commission, with additional reports to appropriations committees upon request

Prohibits the center from conducting research or pursuing projects involving exploration, storage, treatment, or disposal of high-level radioactive waste in North Dakota; sunsets the act on June 30, 2023
