Amends North Dakota Century Code section 39-04-36 to clarify vehicle registration transfer procedures and fee credits when a vehicle is sold or transferred.

Allows transferors to receive credit or refund for unused registration fees, calculated at one-twelfth of the annual fee for each remaining month of registration.

Permits the Department of Transportation to allow transferors to assign credits or issue refunds directly to transferees if they are spouses, siblings, or lineal ancestors or descendants.

Requires transferors to apply for registration transfer within 30 days of purchasing a replacement vehicle, with credits applied to the new vehicle's registration fees.

Becomes effective upon certification by the Department of Transportation director to the legislative council that all necessary technological components and systems are ready for implementation.
