Amends North Dakota Century Code section 32-15-22 to clarify the assessment of damages in condemnation proceedings by juries, courts, or referees.

Requires separate assessment of compensation for property actually taken and damages to property not taken, to the extent practicable.

Establishes that property value for markets with comparable sales is determined by the price an informed and willing but unobligated buyer and seller would agree upon.

Allows property without a relevant market to be valued using any just and equitable method of valuation.

Specifies that value determinations must use generally accepted appraisal techniques, including certified appraiser methods, comparable easement or lease prices, or compensation paid in similar arm's length transactions.
