Amends the definition of "administrative agency" in North Dakota Century Code section 28-32-01 to add the board of university and school lands to the list of exempt agencies.

Exempts the board of university and school lands from administrative agency requirements with respect to adjudicative proceeding requirements and procedures under sections 28-32-21 through 28-32-51.
