Establishes a corridors of commerce program administered by the department for constructing, reconstructing, improving, and maintaining highways that improve freight transportation and facilitate commerce.

Creates a special corridors of commerce fund in the state treasury to receive legislative appropriations for eligible highway projects.

Requires construction work to begin within three years of project selection unless the department grants an exemption.

Projects must meet at least one eligibility criterion including: connecting non-divided highway segments to expressways/interchanges, easing freight movement, improving safety, accommodating oversized vehicles, increasing commercial connectivity, or being designated as a national high priority corridor.

Department must score eligible projects using criteria including return on investment, commercial improvements, traffic efficiency, safety, connections to regional trade centers, and community support, with scores made available to the public.
