Establishes annual reconvened legislative sessions in even-numbered years where the assembly may review and amend the budget and appropriations, with the legislative management selecting the time and date.

Creates a bill review committee in even-numbered year sessions to prioritize bills based on importance and time sensitivity; only prioritized bills may be introduced, with non-prioritized bills deferred to the next odd-numbered year session.

Replaces interim committees with standing committees appointed during organizational sessions that serve throughout the biennium, meeting jointly when the legislature is not in session and separately by chamber when in session.

Updates numerous statutory references throughout the North Dakota Century Code to reflect the transition from interim committees to standing committees for education, administration, energy, workers' compensation, and other legislative functions.

Modifies compensation provisions so that legislative members attending committee meetings receive "interim committee" rates only when meetings occur outside legislative sessions, ensuring standing committees meeting during sessions follow standard session compensation rules.
