Amends North Dakota Century Code section 15.1-27-04.1 to modify the calculation of state foundation aid payments to school districts based on baseline funding established from 2012-13 school year data.

Establishes a per-student funding amount of $9,646 for school years 2017-18 and 2018-19, with adjustments ensuring funding is at least 108% of baseline per-student funding or 100% of total baseline funding, but does not exceed 140% of baseline per-student funding.

Creates special provisions for school districts in oil-producing counties with specific characteristics (high mill levies, large enrollments, significant student growth, portable classrooms, or exceeding facility capacity) allowing them to subtract only 50% rather than 75% of mineral revenue from state aid calculations.

Requires qualifying districts to place 25% of mineral revenue into school district building funds for new construction or renovation debt.

Appropriates funds on a continuing basis from the strategic investment and improvements fund to offset the additional revenue withheld for qualifying school districts.
