• Increases the number of special events permits issued annually to domestic wineries from twenty to thirty per calendar year.

• Participation in Pride of Dakota events sponsored by the Department of Agriculture does not count toward the thirty special events permit limitation.

• Clarifies that exemptions from ingredient utilization requirements apply to the use of out-of-state produce, juice, and finished wine approved by the agriculture commissioner.

• Maintains existing ingredient utilization requirements scaling from 10% in year two of licensure to 51% in year six and subsequent years.

• Allows tax commissioner to grant exemptions from ingredient utilization requirements when produce shortages, production problems, weather conditions, pest infestations, plant diseases, or other natural causes make compliance infeasible.
