Extends the timeframe for defendants to request transfer of municipal court cases to district court from 28 days to 42 days after arraignment.

Allows cases to be remanded to municipal court if the defendant waives jury trial or parties agree to conditional jury trial waiver, with district court retaining jurisdiction only if defendant and prosecutor agree.

Requires municipal court to return cases to district court for trial if the court rejects plea agreement terms that included conditional jury trial waiver.

Maintains city responsibility for providing prosecution and defense attorneys, with option to contract with county, state, or other entities.

Establishes quarterly payment requirements to city and county treasuries and state general fund from fees, fines, and costs collected from transferred cases, with all collected funds going to state general fund if no contract exists between parties.
