Creates an aquatic nuisance species program fund in the state treasury to receive deposits and transfers related to aquatic invasive species management.

Establishes a $15 aquatic nuisance species fee for each motorboat licensed in North Dakota, due at time of licensure, and a $15 annual fee for motorboats operated on state waters but not licensed in the state.

Adds $2 surcharge on resident fishing and combination licenses (except seniors 65+, disabled, and disabled veterans) and $3 surcharge on nonresident fishing and waterfowl licenses, with revenues dedicated to the aquatic nuisance species program fund.

Appropriates $467,100 from the game and fish fund for aquatic nuisance species programs through June 30, 2019, and $1,500,000 from the new program fund for education, inspection, and monitoring programs through June 30, 2021, with authorization for two full-time positions.

Makes operating a motorboat without paying the aquatic nuisance species fee a class 2 noncriminal offense; motor license fees effective January 1, 2020, and surcharges effective April 1, 2020.
