Changes the Department of Health and Human Services from "may" to "shall" establish reasonable minimum standards for early childhood programs, self-declaration, and in-home provider registration.

Requires the department's rules to include specific fencing requirements for the premises of early childhood programs, self-declaration providers, and in-home providers.

Authorizes governmental units to inspect premises for which licenses, self-declarations, or registrations are applied for or issued under the chapter.

Authorizes governmental units to certify to the department that program premises meet all chapter requirements and minimum standards prescribed by the department.
