Amends sections 6-09.7-02 and 6-09.7-05 of the North Dakota Century Code relating to the Bank of North Dakota loan guarantee program.

Requires the Bank of North Dakota to establish the types of projects and ventures eligible to be guaranteed under the program.

Increases the maximum transfer limit from the strategic investment and improvements fund from $25 million to $50 million to maintain the guarantee reserve fund.

Authorizes the Bank to request the director of the office of management and budget to transfer funds to maintain 100 percent of the guarantee reserve fund balance.

Passed the Senate 45-1 and the House 83-6.
