Establishes expedited licensure pathways for military spouses by requiring occupational licensing boards to adopt rules or grant case-by-case exceptions allowing military spouses to practice if they demonstrate competency through at least two years of experience in the occupation within the preceding four years.

Requires boards to issue provisional licenses or temporary permits to military spouses who have not substantially met all licensure requirements, valid for up to two years at no cost, while they complete remaining requirements.

Mandates automatic issuance of a provisional license or temporary permit if a board does not act within 30 days of receiving a completed military spouse application.

Applies expedited military spouse licensure provisions to all occupational boards including those previously exempted (accountancy, electrical, real estate, medicine, and dental boards).

Requires all occupational licensing boards to inquire on application and renewal forms whether applicants are military members or military spouses, and report to the Department of Commerce by August 2020 on compliance with the new military licensing standards.
