Requires write-in candidates for president, statewide office, judicial district office, and legislative district office to file certificates of write-in candidacy with the secretary of state by specified deadlines (21 days before election for statewide/judicial; 4 days before for legislative).

Establishes that election boards cannot count write-in votes for candidates who failed to file required certificates, fictitious persons, ineligible individuals, votes without marked ovals, or votes constituting 10 percent or less of the highest vote-getter (except in qualifying primary elections).

Allows write-in candidates for non-federal offices to demand county canvassing boards identify and preserve write-in votes cast within 36 hours before the canvassing board meeting, if unofficial results show votes within pertinent percentage limits.

Requires write-in votes that do not need individual canvassing to be listed on official canvass reports as "scattered write-ins."

Prohibits individuals filing certificates of write-in candidacy from seeking more than one office on primary and general election ballots.
