• Creates Department of Human Services duties to develop a community-based system of behavioral health services and supports for children at risk or identified as having behavioral health conditions, including early intervention, treatment, and recovery services.

• Requires the Department of Human Services to provide mental health awareness and suicide prevention resources to school behavioral health resource coordinators, including information on warning signs, risk factors, and community resources.

• Establishes a Children's Cabinet composed of the governor, chief justice, legislative leaders, superintendent of public instruction, and four community appointees to coordinate child services across state government branches and tribal nations, meeting at least quarterly.

• Creates a Commission on Juvenile Justice with 16 members including legislators, agency directors, and gubernatorial appointees to review juvenile justice law, gather child welfare information, and submit annual findings and recommendations to the governor and legislative management.

• Repeals the Children's Behavioral Health Task Force and sets the Children's Cabinet to expire on July 31, 2025.
