Senate Bill No. 2314 Summary

• Expands the definition of "veteran" under North Dakota law to include individuals with service-connected disability ratings assigned by the U.S. Veterans Administration, in addition to those discharged under honorable conditions.

• Requires all county veterans' service officers to obtain accreditation from the National Association of County Veterans' Service Officers or the Department of Veterans' Affairs within twelve months of appointment or employment.

• Allows one individual to serve as a county veterans' service officer in more than one county.

• Prohibits county veterans' service officers from serving as conservators for individuals receiving benefits from veterans' affairs agencies, except when the individual is the officer's spouse or immediate family member.

• Extends the definition of "veteran" for veterans' preference purposes to include National Guard or reserve members from North Dakota who completed at least twenty years of service or served in a combat zone.
